how to change the tablespace in which the extent management is dictionary to extent management local.

There is a package in 8i and 9i that allows you to do this, have a look at the list of supplied packages.

DBMS_SPACE_ADMIN.TABLESPACE_MIGRATE_TO_LOCAL
this package helps you to convert to locally manage tablespace.
